Actually I would want each and every congressman/senator to swear under oath. That they have read and understand the bill to the best of their ability. Have this done for each bill and before voting in any bill. The penalty should also have loss of all committee seats, immediate recall, or prison time based on how little they actually new of the bill.

Also the whole bill must be read and the reading streamed online at least 72 hours before an actual floor vote.
