Manchin said that he will never want Senate filibuster removed (did deep state expect him to have that stance -- they prob thought the dead 50-50 tie would allow them to remove filibuster for good). 10 Republicans are unlikely to vote with Dems in Senate (mitt, lisa, and susan might).
