This 800 page monstrosity will pass without debate or fake debate because the Democrats are united in our destruction. If a Democrat votes no on this he will be attacked and villified and will no longer be in office. His life might even be in danger. This is why Steal Number 2 of Georgia was so vital for keeping our constitution and we can only hope there is one sane mind left in the Democratic Party has the courage to vote no on this bill but I'm not holding my breath. We are doomed if this passes

You could check the wikipedia (or a less biased source) page about the filibuster, if you'd like. But a basic summary is that any Senator can choose to 'filibuster' on any topic he'd like. By doing this he can talk for as long as he wants unless the Senate gets 60 votes to stop it. If the Senate can't get the 60 votes, most of the time the bill is just forgotten and given up on.
There have been instances where the Senators who are filibustering don't even talk about the topic. For example, someone read a cookbook.

I'm not really sure, but I think that was only for approving SCOTUS judges.
Harry Reid got rid of the filibuster for presidential appointees. It came back to bite the Dems in the ass when Trump took office.
