FDR thought that fascism was the leftist wave of the future and was trying to figure out how to impose it on the states. His ardor cooled when Hitler came to power and upstaged Roosevelt's grand designs with more ferocious ones of his own.
And he used Hitler as an excuse to purge his domestic enemies: the infamous Sedition Trials of 1944 - at least they would be infamous if they weren't censored into obscurity - and the House Unamerican Activities Committee, which was designed to go against "Nazis" hiding out in the woods of New Jersey and similar places.
Everyone seems to forget that HUAC only went after commies twice, 1947-48 and 1953-54, which were the only times Republicans controlled the House until Gingrich won it back in 1994.
