It would have to be some type of massive operation involving federal government. I don't believe Texas could do it alone. It would need to involve pretty much every alphabet agency. They have weapons warehouses (atf) money laundering schemes (irs) human trafficking houses (FBI) Drug dens/storage (cia/dea) and more. The cartels make the mob look like a common street gang down here. Many of these agencies I am willing to bet allow it to happen for different types of payoffs.

The cartels are very sophisticated and well organised. They are far more than just brutal drug dealers. Some I believe its the 'zetas' (could be wrong on the name) where trained by US special forces to be Anti Cartel forces for the Mexican government and decided to become a cartel themselves.
