hijacking top comment to say - Administrators and top doctors rule the roost in a hospital hierarchy that's sometimes stricter than the military.

I'm glad people are waking up to modern medicine, but if you're going to blame the doctors themselves, blame them for being mindless drones- very few of them are active scumbags.
