I feel bad for kids that are "raised" in situations like this. This mother shouldn't be allowed to keep procreating if she won't provide children with all of their needs, including discipline, father and mother making sure homework is done and tests are studied for, etc. And when the kids are older and get hit by life, they should recognize the problem and commit to not continue it for another generation.
