Don't assume he won't flip on that.

I could see him either doing a last-minute turn around as either terms for his wife not being prosecuted, or else as an opportunity to stick it to everyone on his way out.

It's possible, but as of now he hasn't done it and I would be more inclined to think a Republican in office would refuse to break it if Mitch doesn't do it on his way out
