If you can prove your ancestry fought in the Civil War for the US Army, you can create and deliver an invoice to that same city council. The invoice should cover services rendered by that ancestor for the period of time, accounting for inflation, that he was drafted into the Union Army.

(fun tidbit: look up "lost opportunity cost" and use that as justification.)

I might be wrong, but the fact they voted yes means it goes to parliament for them to fuck about with. I think it is more concerning that people think this is actually justifiable, or that it will somehow help anything.
