I'm surprised he was able to do that. I would think with all those Dems plus Collins and Murkowski, PP funding would've won. Maybe it was fear of the filibuster.

Yeah, I read the article now. He moved to ask the parliamentarian if allowing planned parenthood to get the money violated the Byrd rule, democrats then withdrew the provision so that the parliamentarian could not rule on it (i.e. so this would not set precedent).
