Thats more because refineries and the like shut down in Texas. Probably have some pipeline issues as well.

still doesn't add up. supply goes down but so does demand. Am I missing anything?

Masssssiiiiivvvee money printing. The dollar is worlds reserve currency due to the fact that all oil is traded in dollars. More dollars plus less oil being pumped equals massive price inflation.
