What about people wearing flip flops and robes? They defeated, or stalemated, the British, Russian and American Empires and are ungovernable to this day. At least half of the military would defect along with most police outside of blue cities. It takes hundreds of man hours and cooperation of multiple agencies to solve many serious crimes. That is one crime committed one time by a single or small group of people. If even just tens of thousands of people were committing attacks against infrastructure at the same time it would be impossible to stop. This country is enormous, geographically and population wise, compared to the other countries we fought guerrilla warfare against, and lost every time.
