IMHO, it doesn't matter, it's more a bump in the road than a show stopper. Anybody remember the copyright wars? The more they cracked down, the more the market came up with technologies that were impossible for them to control. Things like this reach a point where the harder they crack down, the more it benefits us, not them. In fact, we already have monero over tor. If the government really gets bad, we could use steganography to hide information in pictures that is mathematically impossible to prove it's hidden there.
Seriously, imagine a future where an FBI agent logs onto the internet, and sees nothing but people trading cat pictures. Meanwhile, millions of people are actually buying, selling, saving, and communicating and it's impossible for them to know otherwise.
