This is a law that every state should have already. People who block roads and freeways should understand that they put themselves at risk of being run over. The law should go futher to give more protections from a civil lawsuit agaimst the driver of the car and its passengers.

They impede emergency traffic, people heading for hospitals etc. They impede commerce.

It already is a law in most areas, just not felony or not enforced at all. This probably won't be either.
