I THINK the catch of this process is that the Senators are allowed to vote on any amendments they want, where normally they just are voting on the entire bill.

Dan Sullivan of Arkansas abstained. That would’ve made it a split 50-50 vote. Kamala would’ve cast the deciding vote.
