I remember reading about some process they used, I forget the name but I believe normally you need 60 votes but they did something to make it only a simple majority.
I THINK the catch of this process is that the Senators are allowed to vote on any amendments they want, where normally they just are voting on the entire bill.
It’s reconciliation. And the catch is that they can only vote on aspects concerning taxing and spending policy for the government. That is why they couldn’t add the $15 minimum wage. But, any bill can have whatever amendments voted on
