They'd die. They just might not get eaten. I think about half of gun owners can hit the vital of a deer since anywhere in the front half of the body is probably going to kill with any reasonable caliber. Just might not be instant.

The other 5% would decimate the population of deer in a heartbeat, in an attempt to procure food for the coming months/years.

Even if a small percentage of Americans had to rely strictly on a diet subsisting of only deer meat. [By your interpretation of 5%]

5% of 400,000,000 people is still 20,000,000 people across the USA. It wouldn't take long to reduce the deer population to near zero numbers and starve most people to death.
