It didn't do anything. But it did make people feel 'protected' so they would fail to socially distance which actually does increase the spread. Also, stupid stores like walmart and grocery stores closed one of their exists so everyone had to funnel together like cattle and the other 'non essential' businesses shut down made even more people at these stores, which yet further increased the spread. The whole frickin thing backfired.
