Even without quotas, if I was a cop, I wouldn’t pull over a black person either. The smallest incident misunderstood could ruin your entire life. I would do all I could to get into a suburban police force and if I couldn’t, I would quit and get my CDL.
Honestly if I was a cop I’d be only pulling over white and Asian ladies in nice cars. Most docile population, and indicators they have the most to lose by making things difficult.
They’d probably not even show up to traffic court. Easy money. 💴
Also, there are plenty of good police out there. The good ones tend to quit the bad city council areas much like good American citizens tend to flee counties when they become oppressive as well. Same thing
My grandfather used to complain about being pulled over for BS speeding tickets. He said the cops were just "punching the clock", picking a benign target to pull over and demonstrate they were on patrol.
In my state there is already a quota. There was a court ruling that they were pulling over too many minorities. Now they just pull over people doing nothing now, just to even out the stops. And its always a warning for dim tail light bulb... something that they can always use as probable cause for the stop.
