Wait! This doesn't make sense at all! I'm positive more white people are pulled over because there are MORE white people. This will INCREASE concentration on minority communities.

It looks like it will encourage local municipalities to fill the racial and sex based quotas. So a local minority WILL be targeted. And I can only imagine this will drive them out. Segregation....
