"The Justice in Policing Act would: 1) establish a national standard for the operation of police departments; 2) mandate data collection on police encounters; 3) reprogram existing funds to invest in transformative community-based policing programs; and 4) streamline federal law to prosecute excessive force and establish independent prosecutors for police investigations."
The trouble with this is there is actually a lot of common sense stuff in there which both sides could agree on, surrounded by an absolutely epic multi-layer pile of political bullshit which makes it impossible. I suspect that's entirely deliberate. It also stinks of the same crappy law arriving in State legislatures by terrible lawmakers who are completely unqualified to be in public office.
What';s noticeable about all of this is the total arrogance and stupidity of these people. The police were created on the Peelian principles (https://www.durham.police.uk/About-Us/Documents/Peels_Principles_Of_Law_Enforcement.pdf) and this problem was fixed 200 years ago. The idea you think your ideas are some intellectual enlightenment is so dumb it hurts. Politicising the police is the absolute OPPOSITE of how you fix the problem of reform.
This is basically the BLM manifesto made law, or the politicisation of the police: https://judiciary.house.gov/uploadedfiles/fact_sheet_for_justice_in_policing_2020.pdf
