I've never heard of anyone getting a ticket for 1mph over without them being a huge dick.
Highway Patrol is the only time and it was a written warning only because the dude entered the information in the computer and it looks sketchy on the Officer to not issue the warning after running your plates. He apologized for wasting my parents time. They had just picked me up for mid deployment leave and my mom was doing 66 in a 65. Highway Patrol in my state will issue tickets for anything over 4mph without batting an eye.
No lie, most speed limits are 15 mph under the "design speed" of the street/road you are on.
But cops can legally give you a ticket for 1 mph over the speed limit! I have seen them do it.
