I think they used something called "budget reconcilliation", again another thing that no one knows how works, but it has to do with budgets. So anything can be filibustered, but things that deal with budgets can dodge the filibuster using budget reconciliation.
Something to so with how the filibuster is structured. I don't exactly know how it works I'm no expert
