windmills have a zero return on their investment for energy. The energy spent creating/installing them is always greater than the energy produced from them. Even with an optimistic estimate that they spin forever until their lifespan is up.
If you look at the history of inventions, if its a good idea and workable for your lifestyle and resource base, you aren't going to stop people from using it. This is why electric cars and renewables are so suspect. aside from like you said, the net loss of energy for their use.
At this time green tech is pushed by a religious dogma mentality to create a market environment for energy that allows governments and large corporations to skim money for its use.
im fine with green tech, but for now its a pipe dream, the same with electric cars, they are not saving anything. The technology should grow and evolve until they are viable and cost effective, and that includes monetary costs and environmental costs.
But having some legislation to force it through when its in its infancy and discourage long proven sources of power and transportation will result Texas-like blackouts.
But I know, and I hope others do too, that this government environmental policies are just another means to take power and taxes. Even the Paris Agreement.

600 tons steel reinforced concrete per windmill base... total waste.
Not to mention the ENORMOUS carbon footprint that that amount of concrete puts out during production. Seriously unbelievable.
