Unfortunately, you’re in a bind because generally only law enforcement or the courts can access that information when going solely off of plates. Did this person offer a name? Usually you can go to the county courthouse’s website and search for cases via their records search tool by inputting the name or company if you know it. They often have civil, criminal, etc and usually in the case of vehicle incidents, identification information that you could check. However, each state has different laws for license plates, and so does each county so keep that in mind. It’s a long workaround, but since the cops don’t seem interested in assisting, it’s all I’ve got.
