Eventually once Iran has all the technology for a full nuclear weapons program (stockpiles of weapons grade fissile material, miniaturized working nuke design that will fit on an ICBM, ICBM, guidance system) then they'll finally cross the Rubicon and declare themselves a nuclear power.
