From what I understand Trump, Obama, nor Bush did SOTU speeches their first year. Everybody needs to do a little research if it’s true.

Trump’s State of Union Speeches: 2/28/17 1/30/18 2/5/19 2/4/20

Also, Bush and Obama gave state of the union addresses in February of year sworn in.

They don’t call a newly inaugurated president’s speech as SOTU. They call it address to the joint session of Congress. Trump delivered his on 28 Feb 2017.
