CA has strict air pollution laws which I believe mandate stronger-than-normal (and power robbing) catalytic converters on vehicles. So this chad replaced the catalytic converter with a straight exhaust baffle and welded that message on it - 'cat' is short for catalytic converter
sry i thought i replied but yea and these cats cost insane prices and are more then normal 28 state counterparts that have to have a serial number on them called C.A.R.B. and it is likely it will become nation wide if things keep going the way they have been
Majority of the state you have to smog check every year sometimes every 2 to get your registration stickers , I thankfully live in a county where you smog once when first get tags then that's it rest of Cali has to bow every time they register
