The problem is that skin color does correlate with the outcome of a group. Intelligence and behavior are mostly genetic in nature, meaning no matter what we do they will always be at a disadvantage compared to other races, but no one is comfortable enough to say that publicly yet.

Oh completely, skin color is a good correlate, but not perfect by any means. Jews also look "white", but they're technically middle eastern.
