Of course the blockchain systems themselves are decentralized. That doesn't matter much when one central parameter would wipe out all of crypto's speculative value: it's viability as a potential currency.
Any legislation that restricted businesses from accepting cryptocurrency would cause a max exodus of investorship and crypto would drop to zero. Whether the govt could viably enforce that legislation or not is completely irrelevant to the conversation when the vast majority of the crypto market-cap is comprised of speculative investors that will flee at the first sign of trouble.
Don't delude yourself into the belief that crypto is outside the elites' realm of control. And I'm saying this as a heavy crypto investor for several years. There are a wealth of ways to undermine cryptocurrency beyond mere 51% attacks.

It’s decentralised. It’s built to trust no one person so there’s no central point of failure.
