Not that it matters, but isn't this unconstitutional on it's face? Election laws are usually left up to the states. I understand that the constitution is dead and the Supreme Court is compromised. But say that it weren't. Is there any legitimate argument for how the fedeal government has the power to do this? What would a left leaning leal scholar day to defend this?

This bill is designed to prove the country's and the states defenses against such reckless abuse of federal power and the constitution. Much like enemy nations probe our radar nets with fighter pilot squadrons. This is intended to do the same. They know they almost certainly won't get it through, but it shows them who will dissent, who will go along with it (ie. courts), and will allow them to setup their next real attack on this republic.
