What if there was an establishment of 'Constituent Orders' where say one order is submitted each month or so.

Similar in gathering signatures the way they are to combat Newsom in California.

At the very least it would be a forced talking point......

*resident Biden - you established an executive order that now has over 150 million signatures saying they do NOT want that policy established. In fact this EO is the exact opposite of what was promised during your campaign. Why would you force an order that has such overwhelming condemnation from the voters of the US?

Surely two thirds of the state legislatures should be able to vote to nullify a Presidential EO. (Some would want the 2/3rds to represent 2/3rds of the population, but it's the United States of America, not the United Populations).
