A little birdie who used to be a punk rocker told me if it’s not glossy paper and you add a little splash of wheat paste over and it dries, will be much harder to remove later.
I’ve also heard that if you have an image that translates well to a stencil old drumheads (basically thick Mylar) make a great material for stencils.

And in all serious, I can’t stand graffiti (approved murals are different) but I would guess most pedes would not just throw things up Willy nilly on privately owned buildings etc.
