The issue is men tend to buy "1-size fits all" socks that don't actually fit them. You can see all the bunching on his socks because they aren't skinny enough for him. Also, current day tailoring is very tight legs with short pant legs so if they aren't tailored just right, sitting leads to the pant leg riding up way too far, which is clearly going on here. It's just a disaster for men's fashion in this regard at the moment but you'd think the Prince would get fashion right. Unfortunately, lots of the people in charge of these people's clothes actually have no clue what they're doing but have marketed themselves to rich people well enough.
You'd think Harry could afford socks long enough to avoid exposing leg skin.
