The advise "don't get shot by crossbows" is perfectly valid advice pretty much anywhere, even in a good location, it can't hurt to NOT be shot by crossbows. I personally actually know someone who was shot by a crossbow in the suburbs. It can happen. But if you're in the middle of a medieval reenactment or a bow-licensed-hunting spot, the advice holds truer.
"Stay out of the bad parts of town" can mean "you could get robbed at knifepoint", or it could mean "snipers shoot you suddenly and without warning because corpses are easier to rob" (actual problem in S.A. for a while). It's just degree and scale.
