German Shepherds are fabulous dogs who train easily, but you have to put in the work and use a trainer who know WTF they are doing. And if you adopt one with abuse issues, you can definitely save that dog, but now that means more work alongside an experienced trainer. They're an extremely smart breed and want to please a master they respect. Not fear, respect. I've seen old ladies walking two hulking guard dogs in NYC and she had nothing to fear from the dogs or the neighborhood.

My grandmother had a German Sheppard that was adopted at age 5. The prior owner had a monkey who would bite the dog. My father rescued it (legally and with the cooperation with the owner) and gave it to my grandmother. Was a great dog.

A good friend of mine had a German Shepherd that would go nuts around black people. Something about black folks made him really anxious. He was never mistreated by a black person or anything like that. We thought it was really weird, but I've heard from others that this can just be a trait in the breed unless you specifically expose the dog to black people when it's a puppy.
Wouldn't surprise me if the Biden dog has the same issue. Hell, I think that dog is even a rescue animal, so who knows what he was exposed to before the Biden's got him.

Wow! I have a GSD and as protective as he is, he's never bitten anyone around us. We know how to introduce new people to him and it's worked very well.
