Then they had a couple hurricanes and he suggested I wait until Oct bc season had been extended. Then when I tried to actually schedule....nothing. By that time, no financial institution cared.
I believe with PayPal you can file a dispute anytime. You paid for a serve through PayPal that the seller did not provide. They are pretty good about getting a timely resolution for you.
It looks like 180 days is the time frame however I’d go ahead and file the dispute based on the last date he was was in contact with you not the purchase date. A lot of customer service reps are lazy or not trained well. There is always something that can be done. Be super nice, courteous etc ask for a manager.

Not sure it would be worth the cost. I’d rather just make sure he doesn’t scam anyone else.
