Dogs literally have minds of their own, they can have unique personalities and emotional states that cannot be altered through training. They can even have mental illness.
While I agree with thas, it still isn't the same and isn't seen regularly like it is in human populations, at least not in my experiences so far. Most dogs, unlike cats, are dependent on people, and can and will take a great deal of abuse for want of a little food or affection and come back for abuse over and over just for a little love, affection, or food before they give up, and even then, many won't bite. It's the innocence, kind of like children and pedophiles.
No bad dogs, just bad dog owners. If this had happened to be a regular Joe Blow's dog in California, the dog would have been euthanized.

Those are extremely small outliers to the vast majority of dogs.
