You can see the start of it with fauci planting the seed with the "vaccinated persons can now gather indoors". That, while on its surface is an absolutely absurd statement, it influences the willfully uneducated masses in the idea that there are levels of freedom based on compliance. And for the most part, all of America will accept it, or rather be semi forced to accept it through their employers actions regarding cdc instruction and fauci influencing those standards. And rands statement shows, to me at least, that he is accepting of that influence, or at a minimum is subconsciously receptive to it. The slope has been established, and a very public, self described libertarian, has just taken (consciously or otherwise) a step toward the ride.
