I'm not looking to the State. It's their job to Protect the People from things we can't protect ourselves from.

Example, Natural Disaster, Communist Chinese Invasion, etc.

Our Taxes go to them for a reason. If I can't expect Water from the Gubermint, then I guess I want some Tax Money back.

I understand we shouldn't rely on them for everything. But by taking our Tax Money, we are entitled to these basic services.

Agreed, but we are entitled to what we pay for, and I expect Goods and Services, or my Taxes back.
