Just so everyone is clear, that is not the National Guard, it is the Texas State guard. Texas has it's own state military separate from the US military. A lot of people, including many Texans, don't know this.
So when Abbott says he might send the National Guard, that is the US Military version of the National Guard, not the State Guard, who are already there.

If he wanted to solve the problem, he would deploy the national guard to prevent the invasion. Instead he is simply assisting it.
