You're incorrect. The cities and counties are not allowed to enforce any further lockdowns or mask mandates per the EO, unless their jurisdiction passes a threshold and in that case there are still restrictions on their power.
Businesses however can decide for themselves whether or not to open or increase capacity or require people on their property to wear masks.
Now, where I agree with you is that Abbott acted when he did under threat from the legislature. There are three bills in committee that will permanently strip the Executive, including county executives, from enforcing any lockdowns or mask mandates without an act of legislature. My guess is he acted when he did as part of a deal with a caucus in the legislature to let the bill die in committee rather than pass it and force a showdown over a veto, which he would surely.
