If anyone insults Mohammad or Islam they are to be reported by some accusation that will go public. That message is received by the Executioners who will enforce the death penalty on whoever. Nobody cares if, much later, the person who made the '911 Execution Call' via the media admits to making it up. What, they get fined or a few years in jail at worst? It's not exactly a serious crime for a minor to say a teacher said 'mean things' even if they didn't.
So that's the system now. That's how it continues to work.
