The whole concept of 'retaliatory cyber attacks' is LOW-COMPUTER-IQ-BULLSHIT. On the Internet there is no such thing as retaliation because everyone who does malicious activity cloaks their origin or uses the platforms of innocent parties to disguise their origin.

So when DHS or the Pentagon fronts the idea of 'cyberattack' they are actually talking about a DDOS 'first strike' -- if anything -- and they are duping the public into funding their nerds with more toys and spooky sounding titles. Or they are making a promise that they will engage in Internet vandalism such as phishing or malware which affects everybody.

The only confirmed superpowers these dorks actually have (through domestic fiber splits by the NSA) is spying on Americans.
