When I go to any mid sized city I do the mall test. I wander around one day during the week for a few hours and on a Saturday for a few hours and study the people. Knoxville passed the test two years ago when I was there. The people seemed normal and cheerful. It seemed like a throw back to my town back in the 1980s.
When I planned on moving I would first go to a laundromat that is local to my new home and do a small load of clothes while reading a book. During the 2 hours I would check out what kind of characters would come in, knowing that they probably lived nearby. Also, I shopped at the local supermarket for 30 minutes to check out who is there. If I didn't like what I saw then I would check another neighborhood before committing to moving.
Wait.... I've been to many many many washaterias/laundrymats.... ALL had single moms with their 20+ unleashed kids running around. Do decent laundry mats exist???
Knox Center (aka East Town) mall was shut down about a year ago because it became a hangout spot for thugs. West Town has gotten a lot worse over the years.
No one in my area goes to the mall, it’s probably going to be torn down to be honest, even tho it’s nice. But this is a good idea. I would walk around the main areas on both weekdays, evenings and busy weekends and see what happens

A supermarket is the best tell of a neighborhood. You can see if it is upmarket on whether or not they lock up the condoms and cosmetics.
Good idea but it in rural cities, even biggish ones like Knoxville regular folks don’t go to landry mats.

Go to a few churches near where you are thinking about living. Talk with the locals.
IIRC, the Knoxville city mayor is a Dem, but the Knox County mayor is Glen fucking Jacobs, the former WWE wrestler. Libertarian-leanings.
I considered the town a while back. Generally speaking it’s a university town in the south, so it can be a swing city.
However, no shortage of based patriots, and you are right outside the smokies. Tons of opportunities to enjoy God’s creation.
Head further east to smaller towns like Kingsport and Johnson City, and you probably have all-Republican elected officials.
