I know it's allowed on purpose but if bothers me to no end that these brats didn't get spanked off the street day 1.

Trust me, the feeling is mutual. But, to even speak up against property destruction or violence in the name of social justice makes you a target of violence. Then the DA says the property destruction is not related to the fight for social justice and those arrested are released with chatges dropped.
