Not administering naloxone won't be relevant because he wasn't exhibiting when he initially started wrestling the group of cops.
If he had said "I swallowed a shit load of drugs and can't breath", they might have saved him. But he didn't. They had no reason to suspect an OD.
I dunno, some of my EMT friends said narcan is absolutely useless in cases of fentanyl use. It has a little effect, but not much.
