There definitely should be an exception for rape. Females can physically get pregnant at 11, sometimes even earlier, and I can't imagine anyone wanting to force a child to have a baby.
There is never going to be a right answer for this question, but of all the possible solutions and having seen the ways compromises are used to broaden the application, I'd rather have the laws themselves be fairly restrictive and the exceptions be done outside the public's view.
An interesting question I heard today was "Would you kill the child of a murderer for the murderer's crime? Would you kill the child of a rapist for the rapist's crime?" Nuance is a bitch.
