I think it's a bit more insidious than that. NPR is really a pop-culture channel (news, edutainment, music, current events, interest stories, etc) and they have a very polished product. Then they sprinkle the propaganda in all of that. People care about crock pot recipes and clickbait but they won't turn the channel if you sprinkle propaganda in there.
