Give each district a few auditors who can audit any class at any time. Even better, do it with a camera and recordings so the teachers don't know when they're being audited, and the auditor can look at previous lessons to see how the teacher performs. The teachers will hate it but it would fix many problems overnight with teachers that don't care and don't try, and overtime it would identify the teachers that can't hack it.
